Bloom Colonel JimColonel Jim Bloom has been with the Collier County Sheriff’s Office for 32 years. Serving as the Undersheriff, he works to oversee the day-to-day operations of the organization and fulfill the mission of the Office of the Sheriff.

Colonel Bloom began his career with the Collier County Sheriff’s Office in 1993 as a Corrections Deputy. He has served in a wide variety of positions to include Patrol Deputy, SWAT Team Leader and Team Sniper, Administrative Assistant to the Sheriff, Vice Narcotics Bureau Investigator/Undercover Detective and Commander of the DRILL Academy.  

In 2001, he was promoted to Captain of the Special Operations Division and in 2003 assumed Captain of the newly formed Operations Division, which merged the Special Operations Division and the Patrol Division. In January 2006, Jim was promoted to Chief of the Operations Department and oversaw the Special Operations Division, the Patrol Division and the Youth Relations Division, commanding over 500 members of the Collier County Sheriff's Office. In March 2020, he was designated as Acting Colonel by the Sheriff for Incident Management of the COVID-19 Pandemic Response and subsequently, the Civil Disturbance Response Teams for both scheduled and spontaneous protests. In October 2020, he was promoted to Undersheriff; where he manages more than 1,400 members, which includes 5 Departments, 17 Divisions, and 72 Bureaus, and a $277.3 million operating budget. He administers Sheriff’s Office policies and develops new management practices, promoting Sheriff Rambosk’s vision and values. 

Colonel Bloom is a graduate of the FBI National Executive Institute, session 47 and the FBI National Academy, class 223. He has a Master of Science Degree in Public Administration from Central Michigan University and a Master’s Degree in Homeland Defense and Security from the Naval Postgraduate School Center for Homeland Defense and Security (CHDS). He has received several awards and recognitions throughout his career; to include the Deputy of the Year award, the Bob Burhans Good Samaritan award, and numerous unit citations, teamwork and Command Recognition awards. 

He is an active member of the community and is involved with the Leadership Collier Foundation where he serves as Vice-Chair of the Advisory Council, a committee member of the Starability Community Advisory Council, and a member of Police Futurists International. He has also served as a board member of the Make-A-Wish Foundation, the Children’s Advocacy Center of Collier County, Youth Haven, and the 4H Foundation.  

Jim resides in Collier County with his wife Samantha, and has three children, Gavin, Cassidy and Maille.
